Human in Command

In practice, human in command shows up as three things: a named person accountable for each agent, hard limits the agent physically cannot cross regardless of its instructions, and a tested kill switch that stops every agent in seconds.

It is the layer that makes the others safe. However you tune autonomy for routine actions, a human still owns the decision to keep the system running. Autonomy is delegated; command is retained.

How is human in command different from human in the loop?

Human in the loop is per action: a person approves individual decisions before they execute. Human in command is standing authority over the system itself: whether it runs at all, what boundaries it operates within, and the power to shut it down. A system can be human in command while running thousands of actions nobody individually approved, which is exactly why the two controls are not substitutes for each other.

What does human in command require in practice?

Three concrete things. A named owner who is accountable for the system behaviour. Explicitly defined scope, so what the system may and may not do is written down rather than inferred from its configuration. And a working, tested kill switch, because authority you cannot exercise in the moment you need it is not authority.

Why does the distinction matter for compliance?

Oversight obligations increasingly ask who is accountable for an automated system, not merely whether a person clicked approve somewhere. Human in command is the answer to the accountability question. Human in the loop is the answer to the control question. An organisation that can only demonstrate the second still has a gap on the first.
